Ms Sara Liew is an Equity Director heading the Corporate Department and the Corporate Secretarial division of Central Chambers. She graduated from Kings College London in 1988 and was called to the Bar of England and Wales in 1989. She was admitted to the Singapore Bar in 1991.

Sara began as a civil litigator in 1991 and over the years, had moved into general corporate and commercial practice. Prior to joining Central Chambers, Sara spent 11 years as in-house Legal Counsel and Head Legal to EDB Investments Pte Ltd (“EDBI”), the investment arm of the Singapore Economic Development Board (“EDB”). Her years in litigation had given to her a wider dimension and outlook in any corporate legal environment. She was involved substantially in advising on structuring and negotiating strategic joint ventures (including domestic and cross-border transactions). A major part of her portfolio also involved seed and venture capital investments and very naturally, she was also involved in legal aspects of fund management. Sara was also Company Secretary to EDBI and its several subsidiaries. During her time in EDB, Sara advised on the structuring and setting up of grant schemes including the Startup Enterprise Development Scheme (“SEEDS”) and the Business Angel Scheme.

Statutory Boards and other organisations have periodically retained Sara as part of agreed legal retainer arrangements given her familiarity with Government investment culture, regulations and risk appetite. She was also involved in the drafting of the initial scheme documentation for the Early Stage Venture Fund, the Technology Incubation Scheme and the Global Entrepreneur Executives Scheme for the National Research Foundation.
 
The practical experience that Sara brings to Central Chambers is obviously in the areas of corporate practice including private equity investments, divestment of companies, venture capital work, mergers and acquisitions, joint venture agreements, corporate re-structuring and general corporate agreements. Above all, Sara is well known in the financing, funds and start-up industry, having worked closely with fund managers and incubators in mentoring startup companies.

Sara and her team recently published a book entitled ‘Legal Guide for Startups and Fundraising in Singapore’ for the funding and startup space in Singapore.
